accused of overcharging his customers by thousands. >> reporter: after backing out of a plea deal, tommy clack said nothing, giving -- said nothing regarding a scam. do you think it was fair to charge these people $16,000 or $30,000? our questions were met with silence today as we met face to face with tommy clack after trying to track him down for months. he is charged in more than a half dozen cases for acting as a contractor without a license. that's just the start. clack has been banned from business in two other states and brought his operation here where the maryland home improvement said he has victims. victims said clack showed up with extra materials and offered a discount but in the end bumped

up the price by thousands with some paying as much as $30,000 for the work. >> i'm not ashamed. i'm not embarrassed. i'm just stunned at how we allowed this to happen. >> reporter: clack was supposed to enter a guilty plea in those anne arundel cases but prosecutors say he backed out at the last minute. now his cases are moving on to trial, although no date has been set. several organizations, are asking baltimore's mayor to issue an executive order prohibiting racial profiling. they are urging the player to stand up for immigrants by prohibiting the baltimore city police department from racial profiling. they said the mayor maybe a verbal agreement to act against racial profiling. >> many jurisdiction are taking

swim teams took alternative money saving plans arguing against the cuts to spare the department from multimillion dollar budget deficits. the swim team launched an online petition drive that has attracted 5,000 signatures,callying that of olympic medalist michael phelps. >> this area is one of the biggest. recruiting wise it's going to hurt swimming in maryland. >> now in addition to the swimming teams, men's track and tennis, along with women's water polo and acrobatics and tumbling may also fall. they are expected to make a final decision in the next couple of weeks. for those who ran like a horse last month in the baltimore marathon or plan to trot in the half marathon, you have nothing on this fellow right here. don harrison with the

four-legged phenom who ran four marathons in one day. >> reporter: here's john crandall and his friend. when you spend 10 hours or so and 100 miles on someone, you become close. they do endurance racing, a marathon for man and horses. the horse is checked several times by veterinarians to make sure he can continue. these two race in style. he was the only horse to win the triple crun for endurance racing in 2006. >> in the 50 years of endurance racing in america, nobody's been able to have the same horse or same ride erwin all three of the majors, and this horse did it with me, all three of them in the same year. >> reporter: but in 2008 he suffered a life lettenning injury to his back leg. it equates to a professional

weather in bel air as well. hardly a peek of sunshine to be seen in harford county or in baltimore today where things stayed overcast. take a look temperature wise. it is cooler west. 50s, except for exstreet western maryland. our highs today running warmer than average. we did get close to 70 both baltimore and d.c. today. so that was unusual, as well as annapolis. you can see this band of heavier rain, most of which is confined to points well west of our state, reaching down into kentucky. the main storm system has yet to get its act together. it's beginning to sheet early signs of development over eastern texas. that's why we're watching the southern plains. that will be the origin that comes in into the day tomorrow. in the meantime that's surging up the coast.

we've got scattered showers between two different frontal boundaries, the first of which is stalled out. the main front will come in and really bring in the cooler air later in the week. you can see that contrast going on already with 75 plus towards charlotte for highs today and in the northern plain has tough time getting out of the 50s. a few showers tonight. 8:00 tomorrow morning more significant hit and miss downpours could make your morning commute tricky. by tomorrow night more significant rain as the main storm arrives, riding that temperature contrast, that boundary right over maryland. this whole this morning will clear out tomorrow night. we'll be left with a variably cloudier and chillier day. 52. cloudy, cool. tomorrow same deal, rain likely, heavy at times. should see more rain and a 10-degree cool off. 45 tomorrow night has that rain
